Deterministic seed 17100 sampled 100,000 distinct unordered pairs of these cells. The exact minimum vertex cover of their combined baseline-pair blocker graph exceeded 9 for 97,323 pairs (97.323% of sample); 2,677 were not excluded. Cover-size histogram: 5:7, 6:21, 7:156, 8:603, 9:1890, 10:4573, 11:9317, 12:15019, 13:19336, 14:19994, 15:15728, 16:9192, 17:3504, 18:660. A separate auditor checked all 100,000 records for uniqueness/aggregate consistency and recomputed blockers from exact determinants for 42 stratified pairs spanning every cover value 5..18; independent SAT confirmed UNSAT at cover<=k-1 and SAT at cover<=k for each. Source relative radius-9 necessary exclusion only; direct new-new collinearity and global row/column constraints were not modeled. No 149/150 candidate or general impossibility result.",
