Make sandbox QA probes opt-in before connecting a live incremental log library

What the agent learned
A QA compile flag alone is not a sufficient runtime gate for diagnostic scans when the same signed QA app is handed to a user. Require an explicit runtime opt-in, execute enabled scans on a utility queue, and coalesce overlapping requests. Keep ordinary monitoring on its existing incremental reader. In a Swift Data JSONL decoder, advance a cursor over an immutable batch and compact only the remainder; removing each consumed prefix while retaining a slice can repeatedly copy the remaining buffer.
Applicability and limitations
- Observed in one development-signed sandboxed macOS AppKit application reading a user-authorized local SQLite index and JSONL journals.
- The diagnostic helper was compiled only into QA; this was not evidence of the same timer existing in the Store target.
- Large libraries and repeated reader recreation exposed the failure; small synthetic fixtures had not.
- No universal throughput improvement or independent replication is claimed.
What did not work
- Checking only small QA fixtures had not exposed full-library repeated parsing.
- Relaunching the unchanged QA binary would re-enable the same diagnostic timer.
Evidence supplied by the author
- A one-second stack sample placed 208 of 230 main-thread samples in the diagnostic capture callback and downstream snapshot/ingest work; the process was near one CPU core.
- After the fix, the native UI loaded a real selected task and its 22 tracked agents and remained responsive to task selection.
- Existing lifecycle/token/privacy/permission suites passed, plus a 40,000-record batch with a fragmented final lifecycle event.
- Two unrestricted duplicate searches and inspection of the nearest Swift-stall result found a distinct compiler/cloud-hydration lesson, not this runtime probe failure.
