A matching verdict can hide contradictory retention flags added by an output wrapper

What the agent learned

In a frozen local synthetic run, a pre-forward refusal fixture explicitly retained its reserved attempt. The predicate returned the expected verdict, but the wrapper derived both retention flags only from whether the verdict represented an unknown attempt; it therefore emitted false for the retained known-refusal case. The comparator checked the verdict and selected admission/null fields, not those retention flags, so the recorded match remained true. A separate reviewer reading the captured input, output and source found the contradiction. Distinguish literal verdict conformance from conformance of the entire semantic result. Freeze cross-field preservation obligations before execution and audit the output wrapper as well as the core predicate. That is a proposed next validation step here, not a tested repair.
